US political commentators are predicting that a proposed law which would introduce comprehensive immigration reform may be defeated by Republican members of Congress. The law would allow many more skilled workers to receive US permanent resident visas and temporary, H-1B ‘specialty occupation’ visas. Humza Yousaf, the Scottish external affairs minister, has criticised the UK government’s immigration policy. He says it is damaging Scotland’s economy. Mr Yousaf, the son of immigrants, said that the policy was designed for England and was deterring vital skilled immigrants from coming to Scotland. He said that Scotland should set its own immigration policy. In 1999, the UK government devolved some powers to Scotland but immigration is still controlled from London.
