The UK government's new Immigration and Asylum Bill is expected to include a points-based system for immigration. The measures, due to be published on June 22, include fingerprinting of all visa applicants.

There will also be a limited right of appeal for students, workers and family visitors refused visas. Ministers hope the proposals will cut down on abuses in the system.

The BBC has found evidence that many Eastern European workers are being brought in illegally by a gangmaster in Cornwall in the UK. The BBC has found out that at least two Russians have been working illegally in the tourism industry, using false Lithuanian passports.

One informant, who did not wish to be named because he feared for his life, said: "I've been told that they were Russians, they were working for a guy in Cornwall. They didn't have any P45s or any documentation because they didn't belong to the EU, so they got hold of some Lithuanian passports with different people's names.

New Zealand had a seasonally adjusted long-term and permanent migration net gain of 780 people in May, the biggest in seven months according to official data on 21 June. The net migration gain compared with the previous month's gain of 530 people, revised from an original 510. The seasonally adjusted monthly gain was the highest since October 2004.

On an actual, unadjusted basis, departures exceeded arrivals by 1,140, compared with a loss of 590 a year earlier, the government agency said.
