The Christian Science Monitor reports that a small but growing number of Mexicans are choosing to immigrate to Canada, which is putting out the welcome mat.

The Supreme Court of Canada has ruled that two would-be immigrant families with disabled children should be allowed into Canada. The court ruled those children will not place "excessive demands" on social-support systems.

The ruling could force substantial changes in the way immigration officials deal with applicants who have health problems and disabilities, or who have family members with medical problems.

Immigrants to Canada frequently comment that the country is very peaceful -- especially compared to their home countries. A total of 82 people from 30 countries, from El Salvador to Ethiopia to China, were sworn in as citizens on 17 Oct. in a ceremony that marked the start of Citizenship Week.

"It's a great country to live in," said Aji Awid, 24, who came to Canada three years ago from Lebanon. "You feel the peace here."

Foreign-born children adopted by Canadians would be made instant citizens under legislation to be announced by the federal government.

Ottawa says the move is about treating adopted children equally and erasing legal distinctions that make them different from biological children. Immigration Minister Joe Volpe confirmed earlier this month that he will introduce a bill this fall and said he hopes opposition parties will agree to pass it immediately.

Dozens of special citizenship ceremonies will be held in communities across Canada from October 17 to 23 as part of the country's Citizenship Week festivities. Close to 1,800 newcomers from all over the world will take the citizenship oath during these ceremonies, and many Canadians will reaffirm their pride in being Canadian citizens.

"I encourage everyone to join in this year's Citizenship Week celebrations and express their pride in being part of the great Canadian family," said Immigration Minister Joe Volpe.

The Canadian government has announced a number of new measures to quicken the immigration process for family members of Canadian citizens seriously affected by the earthquake.
